You will have to be 18 to get into the casino.
Here is what the Carnival website says about this:
Casino:
Guest must be 18 years of age or older to play the tables and the slot machines.
Guests under 18 years of age are not permitted in the casino.

Gotta be 18. There’s still international law to contend with, even on the ship. If you’re not 18, you’re out of luck.

You must be 18 to enter any of the casinos on the Carnival line.
There are several pit bosses that patrol the casino and check IDs and remove under-aged guests from the casino.
